OUR VISION OF AN ESE PROJECT

In recent years, hundreds of Spanish municipalities have promoted public lighting modernization projects guided by three main objectives:

However, these processes have often been marked by errors, trends, and improvisation.
In many cases, lamps were replaced with LED bulbs without proper planning or solid technical criteria.
Although some energy savings were achieved, serious problems also emerged:

THE EVOLUTION OF THE SECTOR

The sector experienced a shift with the introduction of the technical requirements established by the Spanish Lighting Committee (CEI) and IDAE, which allowed projects to be developed with a more rigorous approach.
However, the underlying problem remained: the general condition of the installations.

This structural neglect not only compromises public safety, but also undermines any modernization effort if not addressed from the ground up.

To address this issue, a paradigm shift is presented: the ESE model (Energy Service Company), an integral solution that enables an efficient and sustainable renewal of public lighting in Spanish municipalities.

At EnergyTAS, we have adopted the ESE model as the core of our work strategy because we are convinced that it is the only real, comprehensive, and sustainable solution for transforming public lighting.
We have been exclusively developing this type of project for years — not just out of conviction, but through proven results.

Our experience supports this:
more than 300 municipalities advised, over 40 million euros in structured and managed subsidies, and a team that pioneered the development of the first IDAE ESE projects in municipalities such as Soto del Real and Alcorcón.

IT’S NOT JUST ABOUT REPLACING LUMINAIRES

An ESE project is a comprehensive technical, economic, and legal plan, designed so that the City Council makes no initial investment and assumes no financial risk.

Technical and economic diagnosis

We perform a complete study of the municipality’s lighting system, quantifying actual consumption and potential savings. A realistic and auditable energy efficiency plan is proposed.

Comprehensive action proposal

A total renewal is defined, including control panels, electrical lines, and luminaires, all in compliance with the Low Voltage Regulation and the IDAE and CEI standards.

Complete implementation in the first months

After the contract is awarded, the ESE carries out the full renewal of the system during the first eight months of the contract, including:

Preventive and corrective maintenance

The contract includes comprehensive maintenance with periodic inspections, adjustments, repainting of supports, cleaning of luminaires, and monitoring of consumption and lighting quality — ensuring the system’s long-term durability.

Optimized energy procurement

The ESE assumes responsibility for electricity supply management, transferring the meters to its name and relieving the City Council from the complexity of the electricity market. Optimization of the energy bill is part of the contract’s savings commitment.

Total system warranty

The awarded company assumes responsibilities beyond manufacturer warranties, including theft, vandalism, and any technical incidents, at no additional cost to the municipality.

A TRUE PUBLIC-PRIVATE PARTNERSHIP

The ESE model represents the genuine public-private collaboration that public lighting needs today.
The ESE assumes the risk, investment, and performance responsibility of the system, while the City Council obtains a modern, safe, and efficient installation — without debt or additional budgetary allocation.

All this for a cost equal to or even lower than the municipality’s current public lighting expenditure.
